This document became the twenty-seventh SECAP developed with the help of the RCERBS Found project "Organizing Small-Town Cooperation in Ukraine, Civil Society and the Energy Security Expertise". It was thanks to the active position of the city community, headed by Mr. Igor Kotelevsky, that one of the most ambitious documents in Ukraine was adopted. Well, and the greatest credit for the adoption of this document by a local activist, an adviser to the mayor Natalia Kryvoruchko, who has initiated more than one public project. More than 50% intended to reduce their carbon emissions in Tokmak and Trostyanets of Sumy region.
